Asbestos registers and management plans

Workplace asbestos registers sit with PCBUs under WHS. This guide does not invent homeowner legal duties. Cite Safe Work Australia. Never DIY.

An asbestos register and an asbestos management plan are workplace tools under the model WHS framework: they belong to a person conducting a business or undertaking (PCBU) who has management or control of a workplace where asbestos is identified or assumed. They are not a form this website fills in for a bungalow, and they are not a legal duty we will invent for every householder. Read Safe Work Australia in their words. What Safe Work Australia is pointing at

Safe Work Australia’s asbestos topic and WHS-duties pages describe registers, management plans, licence classes and the duties that sit on PCBUs, officers and workers. A register records identified (and where required, assumed) ACM at the workplace. A management plan sets out how that asbestos will be managed — including what happens before it is disturbed. ASEA publishes national asbestos-safety material. State sites add the local register of licensed removalists and assessors. This site does not speak for any of them.

Workplace versus householder — do not collapse the two

A factory, school, shop, site shed or commercial building is a workplace conversation. A typical owner-occupied house is not automatically the same conversation. Some houses become workplaces when a contractor is on site — and then the contractor’s WHS duties apply to that work. That still does not mean this website will publish a “homeowner register template” and call it the law.

We will not tell you that every Australian homeowner must keep an asbestos register. We will not tell you that listing a house for sale requires a management plan. Conveyancing and disclosure sit with a licensed conveyancer or solicitor in that state — see asbestos when buying or selling a home.

If you are a landlord, strata committee, or small-business owner operating from a pre-1990 building, do not guess. Read the WHS regulator for that state and hire a competent person. This paragraph is a signpost, not a duty table.

What a register is not

It is not a clearance certificate. Clearance is issued by a licensed asbestos assessor after specified removal work. This site does not issue either document. See what is an asbestos clearance certificate.

It is not a photo album of fibro. You cannot visually identify asbestos — can you visually identify asbestos.

It is not permission for an unlicensed worker to remove ACM because “it is on the register”. Removal still needs the right licence class. See how to choose a licensed asbestos removalist.

Friable, non-friable, and why the register cares

Registers distinguish condition and product type because the management response differs. Friable ACM is not a Class B story. Damaged bonded sheet is not the tidy product it was when it left the factory. See friable versus non-friable asbestos. Do not create a homemade register by walking around with a screwdriver.

If you only needed the householder rule

Leave suspected ACM alone. Arrange testing before you disturb pre-1990 fabric. Hire a licensed asbestos professional for removal. Verify the licence on the state register. Do not DIY — even where a state page describes a small non-friable exception. City hubs link the local regulator:

If a contractor is already on a house, the house (or that part of it) is a workplace for the duration of their work. That is why a builder without an asbestos licence is not a loophole. It is still not a reason for this site to publish a householder register template and call it mandatory.

Never DIY. There is no known safe level of asbestos exposure on the public regulator pages. This guide does not add medical claims on top of that sentence.

Houses are not automatically workplaces

Safe Work Australia’s asbestos pages describe registers and management plans in the workplace setting. A house becomes a workplace when a contractor is on site. That is one reason hiring a licensed asbestos professional matters: duties attach to the work, not to a blog. This site will not tell a homeowner they must keep a workplace register for a family bathroom. It will tell you to read the WHS duties page and your state asbestos site, then leave suspected ACM alone until a licensed person manages it.
