Housing stock: cement sheet as ordinary fabric
Perth’s postwar and late-century suburbs used asbestos-cement extensively in fences, eaves, gables, wet-area walls and some roofs. A “typical house” photograph from 1989 is not a test result — it is a reminder of how ordinary the fabric looked. Double-brick fronts in Scarborough, Innaloo, Morley, Cannington, Gosnells, Armadale and the older Mandurah streets still used cement soffits and laundry linings. Fibro and cement palings are a Perth visual cliché because they were cheap, available and everywhere.
Coastal suburbs add salt air and sand abrasion on exposed edges. Hills and foothills suburbs add access and wind. Neither makes a paling safer to lift into a ute. Age of the fabric you are about to disturb matters more than the year on the title. A 1950s brick house with a 1982 patio lining is two conversations. A renovated Mount Lawley front does not cancel a painted eave on the sleep-out.

WorkSafe WA and HealthyWA describe limited homeowner work on intact material in public language and, on the same pages, strongly recommend a competent or licensed person. Friable or damaged material is not a DIY job. Those pages exist so people understand the risk. They are not a tutorial.
This site does not provide a method for the exception. We will not list tools, wetting steps, wrapping patterns, or a “how to stay under a threshold” workaround. If you hire a contractor, the house (or part of it) becomes a workplace and the WHS laws apply to that contractor. A builder who is not licensed for asbestos is not a loophole.
Confirm the licence with WorkSafe WA. Do not rely on a magnetic sign on a ute. This site will not invent a licence number or a live register.
Building or demolition work may need local government approval. Ask the council as well as the licensed removalist. We do not invent permit rules for any Perth, Peel or regional local government.
Testing, removal, waste — still the national sequence
Suspicion is not a laboratory result. Arrange assessment and, if needed, NATA analysis through a competent person. The national evidence page is asbestos testing. Class A covers friable and non-friable work; Class B covers non-friable. Clearance for Class A sits with a licensed asbestos assessor, not with this website. Disposal belongs at an approved facility, not in a mixed skip — asbestos collection and disposal. What Perth renovations keep disturbing
The jobs that show up against this hub are predictable. A cement paling fence after a winter storm in the southern suburbs. Eaves drilled for cameras or downlights on a 1970s double-brick. A Super Six or corrugated cement patio roof before summer. A 1980s bathroom behind a brick front in Warwick or Willetton. Vinyl tiles under a later floor in a Midland kitchen. Switchboard backing in a laundry that has never been opened. Shed and carport linings on a quarter-acre block in the semi-rural fringe.
None of those details invents a price or a licence number. They only tell you which fabric to describe when you ask for an assessment. Leave the sheet. Do not water-blast eaves. Do not “just take a few palings to the tip” to see if the facility will accept them. Do not snap a corner off a fence to post a photo.
Council waste rules and facility lists change. Live locators sit on state asbestos and waste-authority pages, not in an invented directory here. WorkSafe WA remains the licence check. HealthyWA remains a public-health voice. Neither is this website.
