Why eaves are a repeat offender
They are thin. They are painted. They sit above the front door. Trades drill them for services. Cleaners water-blast them. Each of those habits is a classic exposure pathway.
A soffit is the underside of the roof overhang. In pre-1990 Australian houses it is often cement sheet that nobody thinks about until a camera, a sensor light, a cable or a “spring clean” arrives. A single screw is still a disturbance. A pressure washer is a much larger one. High-pressure water shreds bonded surfaces and drops fibre onto the porch, the garden and whoever is holding the lance.

Hardiflex-type walls and their cousins
External cladding is the other half of this hub. Flat asbestos-cement sheets — Hardiflex is the name many tradies still use — plus scored “timber” Hardiplank, imitation brick and some compressed boards appear on sleep-outs, additions and whole elevations. Gables, barge boards and the lining of a carport or verandah often match the eaves. Treat the whole overhang as one conversation for the assessor.
Licensed process (not a DIY method)
- Competent person inspects; laboratory sample if needed through a NATA-accredited facility. See asbestos testing.
- Confirm Class A or Class B against the material and the state register. Bonded sheet is typically Class A or B; fire-damaged or crumbled lining can become Class A only.
- Licensed removal, packaging and disposal at an approved facility. See asbestos collection and disposal.
- Clearance where the WHS rules require it. This site does not issue clearance certificates.

Small jobs that are not small
The jobs that punch eaves and cladding are rarely advertised as asbestos work:

- Sensor lights and floodlights
- Data and power penetrations
- Gutter replacement that tugs the soffit
- Roof restoration or solar that needs an anchor through the overhang
- “We’ll just sand the fibro before painting”

Paint, render, and “we’ll just re-sheet the front”
A painter who wants to sand Hardiflex “so the new coat keys” is proposing licensed work if the sheet is ACM. Render over suspect cladding can be a competent-person management choice later; it is not a weekend cover-up that lets you forget the fibre. Cutting control joints, chasing flashings, or replacing a rotten timber bottom plate behind fibro all disturb the lining. Pause those details until the assessor has spoken.

If a previous painter left a dusty drop-sheet in the gutter or on the porch after sanding fibro, keep off it and describe it to the licensed person. Do not shake it out. Do not put it in the washing machine.
Verandah ceilings, carport linings and the underside of a first-floor deck are soffits by another name. Treat them as eaves until a competent person says otherwise. A ladder and a cordless drill do not become a licence because the sheet is “only a small patch above the back door”. Hire a licensed asbestos professional, then let the electrician or painter return.
